1. Polish the nail dark blue. 2. Using white paint, create a base for the entire design. Allow the paint to dry. Add a red hat shape to the nail. 3. Paint a beige face, and add shading to the nose and cheek. 4. Using light gray paint, add a beard and mustache. 5. Paint in blue eyes and outline them in black. Glue on a rhinestone. Finish with top coat.
